In this case, based on where the hypothetical strategy is positioned in the framework, advocates might consider capturing the extent to which public voices engaged in sustained mobilization (who is acting, what are they doing, and are they staying engaged), along with the extent to which a coalition grows stronger and collaborative partners are engaging in coordinated action.
